VILLAGE OF HOMER

RESOLUTION

ADOPTION OF 2004-2005 GOALS AND OBJECTIVES

 

 

A regular meeting of the Village Council of the Village of Homer, Calhoun County, Michigan held at the Village Hall on ______________ at 7:00 p.m.

PRESENT:

ABSENT:

The following resolution was offered by Councilmember_______________ and supported by Councilmember_________________.

WHEREAS, the future prosperity of the Village of Homer is dependent upon rational, purposeful and foresighted leadership and planning; and

WHEREAS, such leadership and planning requires identification, review and prioritization of the Village needs in order that appropriate resources and activities may de devoted toward the fulfillment of said needs; and

WHEREAS, the establishment of goals and objectives based upon the prioritization of Village needs provides the framework for the Village Budget and promotes unity of purpose between and among the Village Council and the Staff.

NOW, THEREFORE, BE IT RESOLVED THAT:

The Village Council hereby formally adopts the following Village-Wide Goals and Objectives for 2004-2005 to ensure the quality of life for the Citizens of Homer, to enhance and protect the environment, to pursue funding opportunities to further economic development activity, retain the beautiful park system which the residents of Homer enjoy and to serve as a guide for the allocation of resources and direction of Village activities.

2004-2005 Goals and Objectives

Statement

(Goal 1) Industrial Development: Promote the retention, expansion and attraction of Industry within the Village of Homer.

 

Develop a questionnaire and follow-up with existing industry to identify there present and future plans.
Review Planning Commission Master Plan to confirm preferred sites for new industrial development.
Pursue funding opportunities for enhanced marketing capabilities, the development of an industrial park(s), and expansion of existing industry.

(Goal 2) Downtown Development: Preserve the economic vitality of the downtown.

 

Consider reactivating the Downtown Development Authority and implementing the tax increment financing plan.
Pursue funding opportunities to implement the Small Town Design Initiative and a façade improvement program.
Work with the downtown building owners to improve the appearance of vacant spaces.
Enhance marketing efforts in place to retain, expand and attract new businesses; e.g. the Grist Mill Building.
Work with the Fire Museum Board to encourage greater use of the Fire Museum.

 

(Goal 3) Residential: Encourage the development of new housing and the rehabilitation of existing housing within the Village of Homer.

 

Identify small lots which may provide an opportunity for “rural infill” with local residential builders.
Identify large tracts of land within the Village that may be suited for new residential development and provide assistance, where appropriate, with the development.
Pursue funding opportunities for housing rehabilitation programs.
Consider implementation of a beautification program.

 

(Goal 4) Staffing: Ensure adequate staffing levels to meet present and future needs.

 

Solicit through the 2005 budget process the Department Heads projected staffing needs.
Inventory existing staffing levels, compare with historical levels and benchmark with comparable communities.
Identify new funding sources

 

(Goal 5) Equipment: Ensure that equipment is operable and safe to operate.

 

Solicit through the 2005 budget process the Department Heads projected equipment needs.
Consider expanding the vehicles funded by the Village’s Equipment Fund.
Identify potential entrepreneur or joint purchasing opportunities with neighboring governmental jurisdictions.
